Section III: Community Need
Please submit a one paragraph response for each question.
1. Please state in measurable and quantifiable terms the specific community need
that the Philly Fellow will address, including the number of people in the community
directly affected by the problem.
The Partnership CDC has defined its target area as 40th St. to 63rd St., and Market
Street to Baltimore Avenue, including the neighborhoods of Cobbs Creek and Walnut
Hill. This area covers Census Tracts 79-87 or West Philadelphia’s core, west of the
University of Pennsylvania. This area has a population of approximately 64,411
residents with 83.2% of residents being black, 10.0% white, 3.4% Asian, and 1.5%
other ethnic origin. 16.9% of this population did not complete high school, and 25.9
% live in poverty (2000 Census). These census data illuminate the need for
investment not just in the physical but also in the enormous untapped human capital
in the community. The vast majority of the households served are female-headed
(over 70%). The continuing decline of Philadelphia’s older neighborhoods have
increased demand for our services, inspiring The Partnership CDC to pursue
opportunities to embark on large scale projects, design innovative partnerships, and
increase fundraising efforts. The Development Associate position is crucial to the
support of TPCDC’s programs and capacity to address these issues.
2. Describe how your agency addresses this need, and how the new capacity created
by this fellow will help alleviate the problem.
The Partnership CDC serves as a direct service provider as well as a community
advocate. In terms of advocacy, we are committed to ensuring that our community
has access to the information needed to achieve economic stability and break the
cycle of poverty. To this end, we hold a number of free educational programs and
services for the community providing relevant information on several topics. The
Fellow will add capacity and support to all TPCDC programs, improving the quality
with which we provide these services. In addition, we provide capacity building
support and lead revitalization on commercial corridors in our service area to
increase local investment and the economic stability of our communities.
3. Describe the level of community involvement in the fellow’s project.
The Fellow will attend relevant community meetings monthly as well as attending
TPCDC community events.

The Partnership CDC will provide a guided tour of our service area. We will also orient
the Fellow on TPCDC’s Policy and Procedure Manual (Employee Handbook). The
Fellow will spend up two weeks shadowing the Director of Marketing and
Development and will have weekly meeting with her for the duration of their
appointment. The Fellow will also be sent to appropriate trainings, if necessary.
Section V: Supervision/Resources

The Fellow will meet with his/her supervisor weekly to ensure progress on projects as
well as to answer questions the Fellow may have.
2. What methods, information, or data will you use to evaluate the fellow’s success in
their position?
The Partnership CDC uses a performance mapping system for all staff evaluations.
